West Virginia businesses now have access to a single online account for processing permits and paying fees, according to a Wednesday announcement by Governor Patrick Morrisey. The new One Stop Shop Permitting Portal marks the soft launch of a system designed to streamline the state's regulatory process. Morrisey introduced the platform as a key component of his Speed to Build initiative, a strategy aimed at reducing administrative barriers for companies operating in the state.

The system allows applicants to submit paperwork, upload documents, and track application status through one secure interface. It also features a searchable database and a guided assistant tool to help users identify specific permit requirements. The portal consolidates services from several state agencies that previously required separate applications and filings.

Morrisey established this goal during his inauguration campaign approximately two years ago. He pledged to make West Virginia more economically competitive than neighboring states by cutting red tape faster than its rivals. The governor cited Pennsylvania’s one-stop shopping model as the primary inspiration for the design of the current portal.

"Every time a company decides where to build or expand, you know, it’s looking in the geographic area around you," Morrisey said. "It’s looking at Ohio, looking at Kentucky, Pennsylvania, Virginia, Maryland. We want West Virginia to win that competition and that means we have to cut red tape faster than any state around us. That’s why I’m so pleased with today’s announcement."

House Bill 2002, signed into law in 2025, directed the Department of Administration to create this public permitting dashboard. The legislation set a deadline for full operation on Jan. 1, 2027. The portal began accepting applications on Oct. 1, allowing early users to test the system before the mandatory compliance date.

Multiple state agencies participate in the new network. These include the Division of Highways, the Bureau for Public Health, and the Department of Environmental Protection. The Department of Commerce also contributes several divisions to the platform, including Forestry, Labor, Natural Resources, Miners’ Health, Safety and Training, and the Alcohol Beverage Control Administration.

The system is currently in a soft launch phase. The state expects the platform to be fully operational by the January 2027 deadline. Businesses can now log in to manage their permit renewals and license updates through the unified dashboard.
